Equity, Ownership, Management, and Control is a key pillar aimed at fostering economic empowerment for Zambian citizens. This initiative seeks to build a strong foundation where citizens are not just participants but key decision-makers in the economic sectors that drive national growth.

By increasing citizen participation in the ownership and management of businesses, this pillar supports long-term wealth creation, inclusive economic development, and national resilience
Ownership Categories
To better define and promote citizen involvement, economic activities are classified into three categories:

Citizen Influenced (up to 25%)
Entities in which Zambian citizens hold up to 25% equity. While foreign or external investment remains dominant, there is local representation and influence in strategic decision-making.

Citizen Empowered (25% - 50%)
These are enterprises where Zambian citizens hold a significant stake—between 25% and 50%. This level encourages stronger participation in management, governance, and profit-sharing.

Citizen Owned (50% - 100%)
Businesses that are majority or wholly owned by Zambian citizens. These entities are fully controlled and managed by locals, ensuring that the economic benefits directly support the Zambian population.
